[SUGGESTION] Prioritisation for Electricity and Fuel

Suggestion to add prioritisation in power plants, fuel stations, and the like, which can be helpful if you want a specific power plant to provide electricity to important areas in your island such as your industries and the World's Fair, or a specific fuel station to provide fuel on certain farm areas.

You can use a kind of bypass to achieve this for the power plants: put a trade union next to the power plant and equip the following item „Leading Electrical Engineer“, that will create 1 extra oil in the power plant every third cycle for free. (There are also items that will affect mines by giving you extra oil and there are items to increase productivity of the oil refinery.)
