You cannot trade for oil.

The initial four or five oil wells you get on your starting island are merely there to get you going. You need to get more oil production up and running in the New World and import it in to fuel more Power Plants.

Ensure your first power plant is in range of a coastline to power a Steam Shipyard so you can build tankers.

Old Nate will "transmute" three types of Oil Sump Pumps to place in a Trade Union that will supply more oil per production. Also most items that increase furnace or steel beam factory production will also boost oil well production. And there is a lot of oil in the New World. You know you can transport oil from island to island.

i never understood why ubisoft didn't implement this feature to buy and sell oil, it doesn't make sense.

sadly not and that bothers me a bit, because you need oil to create the first oil tanker, so you can't directly build wells outsite of your main island, you have to build it there first and then eventually outsorce it to other islands
