You can only create it in the New World. Build a Hacienda second tier population needed, on one of your islands. open up the Hacienda and explore each of the different types of bldg's available there. Animals farms are the only type that will provide for the fertilizer producer.

Place the Fertilizer Works building within the area of influence of the Hacienda. Place animal farms within the area of influence of the Works building. A Dung icon will appear when you click on the farm showing that it is producing Dung which will then be delivered to the Works building and made into fertilizer.

Yes. It is actually an Achievement when you do so.
Tip: Be sure your animal farms don't stop producing because they are full. If this happens they will not provide dung and you can run out of fertilizer.

Too true. I have a trade route dedicated to dump all that excess alpaca wool into the sea for that reason.

Instead of dumping it you can always sell it at the traders island. To that point how do you auto dump into the sea?

I've done the same thing on several other items when money is not an issue. Like if you have your breweries producing chocolate as a bonus product.
What i do is set up a auto ship route with, in this case, alpaca wool or any farm animal product and send it to an island that doesn't use it. Set the route to dump the cargo once the warehouse is full. It will dump in the harbor and go back and load up and repeat the process.
You can also set it to deliver to every other island and dump any left over at the last one before it goes to reload. The intent is to keep the fertilizer works working.

H'mm I have a lot of hours in this game and I still just learned something new, Thanks. Although I do have a problem throwing resources overboard so I think I'll just keep selling it. I have thrown resources overboard like just before I loose a loaded trade ship so I don't loose 50% of what I was carrying for it getting sunk loaded. Then I go recover what I dropped and it is still all there.

I do the latter: dump nothing until all warehouses are full of a product. Amount of goods stored throughout your empire contributes to the official score, for what it's worth. I think this is calculated merely on total tonnage, not total value of what is hoarded. For this purpose, I used to use "round robin" trade routes. They require minimal attention but are terribly slow and inefficient. Lately I have tried a group of routes I call "temp" where a ship collects a product from one or two sources and delivers it to one or two other islands. It is necessary to keep an eye on them and change the destination island when the original destination is full, but uses ships much more efficiently and also prevents clogging ports up with ships arriving and leaving that aren't actually doing anything.

Another way to keep those hacienda beef farms working is to transport beef to the Old World for artisans to make goulash. It may be possible to idle beef farms in the Old World.

Yes, you can transport fertilizer to the Old World and use it for crop farms there, but it is usually in short supply. You are lucky if you have any fertilizer left over after the needs pf all your New World plantations are met. I learned recently that trans-Atlantic trade in fertilizer from the Caribbean to Europe was a real historical phenomenon in the 19th century, making producers rich.

There a few items which cause animal farms in the old world to produce dung. I suppose that it must be shipped to the New World for conversion to fertilizer. Imagine, ships literally full of sh*t.
