For me the game-changers are:
- Docklands, possibly the most useful DLC by a significant margin because of imports/exports
- Bright Harvest, silos are super useful, tractors too
- Seeds of Change, haciendas are incredibly useful for NW crops
- Seat of Power, the palace is absurdly overpowered
Land of Lions is incredible just for the research institute and crafting your own specialists, but it does make the game a bit (too) easy after a while
Empire of the Skies is cool for airships that outclass ships for trade routes, the mail system is a complicated mess but also free money/workforce
Arctic is overall a pain to set up, but worth it because gas power plants are very good
Tourist Season is hit or miss among people, I've grown to like it, but the problem is that it's pretty much balanced around the idea that you will build on Crown Falls (Sunken Treasures DLC) before of the amount of space you'll need, same with Seat of Power actually
High Life adds some extra challenge post game with more complex production chains, it's okay I guess, although I usually restart the game before that point :p
New World Rising is cool for Manola and electricity in the NW, but it's also quite challenging
Botanica is whatever
The cosmetic DLCs are just that - cosmetic.
