When trying to settle on any plateau in the arctic none of the canteens work as if they are offline or closed..Did someone have this before? Please help

As far as I can tell, the Canteens are working fine. Are you concerned about the Pemmican supply? Some of your houses are under the influence of the Radiator in the Artic lodge. That population boost doesn't count towards unlocking the next need requirement. (Not sure if it's a bug or intended but that's just how it is.) You'll need to increase your Explorer count to 100 without the help of the Radiator before Pemmican can be supplied.
