Hi I need Anno 1800 on sale

There is a sale in Ubi store on DLC, you can buy a steam key for base game. Yes, you can mix shops, it just won't list in steam if you buy from ubi but will be available ingame.

Same, I bought empire of the skies dlc through ubisoft while owning 1800 on steam.
They mix fine.
