Pride and Peddlers production chain bugged

Hello,
I wanted to go through the Pride and Peddlers scenario. I am supposed to make Bowler Hats for Obreros, but there is no button, allowing me to build the required buildings (like in the main game). I tried to give Obreros products from the black market to increase the number of people living per household, but even, if there are required amounts of Obreros residing in the household, I can't upgrade them to Artistas - therefore, I can't complete the game.
The same issue when it comes to other products - there is no button for the gold production chain, the sewing machine production chain is available, but I can't place it on my island, because this product can be made only in the Old World, but since it's a scenario I don't have access to the Old World.
I tried this scenario from the main menu and from the main game I've been playing, and in both cases, there is the same bug.
Can someone please tell me what to do if there is a way to obtain the Bowler Hats for Obreros?

IIRC, some of the production chains in some scenarios (not sure if this is one) only appear under one of the methods of sorting (Type or Progress) but not both, though I thought it was limited to special production buildings for the scenarios. It might be worth trying the other sort method (the two square buttons bottom left of the building menu)
