Pirate behaivior
How come the pirates come only to me while there is no treaty active between the npc's (who are allies of me) and the pirates?

Because if the pirates attack you it would be the same as if they attack your allies with whom they have a peace treaty.
It's the same with the other ai nations.
Also if you decide to get on war with any ki you should in first place check with whom they have an alliance. Because if you attack one ki you also get in war with all it's allies.
This is the nature of an alliance and why you agree to it. They help you if you are in need and YOU help them if they are in need.

Pirates have just a wonky behavior, they attack until you almost beat them, then they ask please please to stop, and as soon as they rebuilt some of their fleet just go at it again. I just disabled them or they will always be annoying to the end of the time
Just get into good terms with the pirates. It is very much a boon to have trade rights with them. They sell improved versions of almost all combat ships. I think normal battle cruiser is only ship what does not have a pirate version with improved DPS. There is 3 flame turrets battle cruiser variant however which absolutely decimates any sailing ships it goes up against, even entire fleets if fitted properly. Not to mention of all the incredible items sell..

this, Anne Harlow is such a sweet little cookie once you get to know her through her quests, it makes her bratty attitude towards you do a complete 180 lol which is really nice to see. I have an entire island right next to her that's dedicated just for beer production which I sell to her and make bank on keeping her band of pirates proper hammered.

But unlike Harlow, Jean La Fortune in the new world has no quests, doesn't stand out all that significantly different to her in practical terms and diplomacies with him won't sail as smooth on it's own. That is, if you ever plan to continue using any propaganda at all or pushing your workers a bit to meet a demand until you can think through, plan and expand production naturally. Which can be vital for keeping your little capitalist empire in check. So not only do you have a second initial pirate menace to deal with he'll also be a hindrance to you as a player who will require some wrangling.

Ultimately, you can always just declare war on them and once destroyed, perma blockade their pirate island with a fleet of maybe around 10+ ships for good measure. Set up turrets on their most frequent routes on the way to their home settlement (preferably on every one of your islands), since from now on and until the end of time, they'll be trying to re-emerge and rebuild their settlement. Except you'll be stomping their 3 measly pirate ships before they even reach it.
