Which season pass is the best pass?
let's say I can only buy one season pass, which one to buy?

Well, take a look at what features they have, and get the one you want the most?

If you can't decide, or if you're new to the game, then my personal recommendation would be Season Pass 2, since its new content is spread out very well, so you profit off of it all the way from the early to the endgame.

The ones that add new maps. Scenarios are interesting challenge, if thats your thing. But if you want to get bang / buck. I would get the the Passes that add new Maps and mechanics.

It depends on what you like best and what you enjoy the most in the game, each one expands/add a certain aspect of the game, I personally like very much season 4 because it expands a lot the new world and adds new pop tiers, new goods, monuments and air ships which are very quick and provide mail too.

Season 3 adds tourists with tourist infrastructure (hotels, restaurants, buses), skyscrapers for engineers and investors and a new trade mechanic.

Season 2 adds innovations to the farming system, a palace mechanic and a new map with a new questline, not really that great honestly.

Season 1 adds an old world map with a huge island, a new arctic map with a new questline and botanical garden. not the worst, definitely not the best, that's for me at least.

The 5 year gold edition which includes the base game plus all 4 season passes looks like a good deal. Works out cheaper than buying all 4 season separately and one gets the base game included.

What if you want to buy all the add on content, which package would you choose? I'm kind of confused with year 5 gold edition/Aesthetic Artisans/Steampunk pack. Holy cow there has to be a better way to list these.

Only season passes are dlcs, the others like asthetic artistans, steampunk pack and others are cosmetic items only.

They don't contain all the DLC, and they're also selected in such a way that they do not contain a complete Season Pass, so you will have to buy piecemeal if you want to complete your collection, later.
I haven't done all the maths on this, but buying these packs and then completing the collection with individual DLC (even at discount) will probably be more expensive than buying the Season Passes at discount.

As far as I can see, there are currently 27 individual DLC (not counting the 4 Season Passes and 2 Cosmetic Packs) available for the game, and the Efficiency Masters and Aesthetics Artisans packs combined only contain 12 of them. So they *do not* cover all the DLC.

Remember in 1404 we had only 1 expansion? Yeah 1800 has been a cash grab.

I disagree, it's true 1800 it has more dlcs than 1404, but it's not a cash grab because you don't need any specific dlc to fully play the game. The game si complete in its vanilla version and each dlc is stand alone and can properly work alone even without the others and every dlc changes a different aspect of the game.
The mere fact that you have more choice doesn't mean that's a cash grab, there simply is more content to choose from.
And btw in the sales a couple years ago I bought the full game for $80 and all 4 seasons dlcs (except cosmetic) for an other $40. They look a lot on paper because it's 16 dlcs but as far as pricing goes it's like an old school game with a $80 price point and a $40 single expansion pack

Not to mention that the supposed "cash grab" game in its basic version is already several times the size of 1404 with expansion, and the DLC only add several size factors to this.
