"land of lions", "the expedition" and "sunken treasures" add new mechanics, three new archipelagos and three quest chains (one each).
"tourist season"and "high life" add new mechanics and one new quest chain each.
"seeds of change", "empire of the skies", "docklands", "bright harvest" and "seat of power" add new mechanics and new buildings.
they are very all well done and worth it in my opinion. I have all 4 seasons and I'm very happy with the content for the money I spent, the only thing I don't like it's the cosmetic packs, for the asking price they are a bit lacking. I definitely expected at least double the content in the cosmetic packs.
You can get the base game and complete the campaign.
If you just want to finish a campaign then you don't need any of the DLC.
If you're looking for DLC that give you a story as impetus to reach objectives, then you want to get Sunken Treasures, The Passage, and Land of Lions. These have their own storyline objectives to go through.
All the others add game mechanics and goods and such, but no real goals are presented for you to achieve.
