Report a translation problem
In terms of working clothes in the new world: yes you are supposed to deliver them from the old world, like you have to transport a lot of goods between regions, later in game there are options (f.e. union hall items and buildings from research institute)
In terms of expedition: you can see what expeditions are available and active if you click on (i guess) compass button on the left side of your screen. The Dam is not an expedition, but a quest, you’re supposed to build this on Manola, the big island on the top right in the new world.

That's all that is required. You click on one of the available expeditions (easiest way to select is the small expedition overview screen on the top left) select a starting island, a ship and what items / cargo it's supposed to take with it on the expedition, and confirm. The ship will then go to the selected island, load the selected cargo, and then leave the map. You will get regular updates on the events on that expedition, and one all the events have run through, your ship will turn up in the New World and unlock this area for regular play. At that point, you can smoothly shift between both sessions whenever you want.
Picking "the other choice" most likely caused you to start the scenario "Eden Burning", which has the construction of a hydroelectric dam as its ultimate goal. Scenarios are completely separate from your regular game, which is also the reason why you can't switch to the Old World while playing the scenario. You'll have to load up the last save on your regular game, or break off the scenario if you want to keep playing normally.
In the regular game, you would be importing work clothes from the Old World, or using items that add them as extra production in the New World.
In the scenarios, you have to look for options specific to the scenario that might allow you to get your hands on these.
