And just because a lettuce doesnt scream is still a living being, that said your best bet is modding, also this is 1800, veganism and vegetarianism were not mainstream at all during that time in west europe (where this is largely based), browsing mods earlier they did have a mention of vegan so you might wanna check that

The closest you could get would be by using the "Pescatarians" mod, which adds a new type of population (-> Pescatarians), and a small number of optional replacements for existing products, e.g. making plant-based soap instead of using pig tallow.
But this only influences a small part of the early game - the rest of the game remains unchanged, so if you're a die-hard vegetarian or vegan, this mod won't really make the game any more playable.
