UbiStore and 1-year Epic exclusive would be my bet.
I doubt they would keep it away from Steam - there's too much of a market in that. But they likely want to avoid the bait&switch they pulled the last time with Anno 1800.
1. We haven't seen any actual footage, and the ad is very "hey, you who have never played a city builder, come play a city builder." Which tells me the wrong pressure is coming down from the top, what made 1800 so good was its complexity and "dumbing it down" will neither attract new players nor satisfy old ones. Making complexity easier to manage is the correct path.
2. Ubisoft is currently one of the worst managed companies in a sea of poorly managed companies. I was tolerant of the DLC monetization scheme of 1800, but there were some serious missteps in the season 1 DLC (Botanica in particular) that need to not be repeated.
We need actual footage, or at least promises on the game's direction. If it's another 2205, then I won't touch it.

No. You can play it on PC. PC =/= Steam. Just need to buy it from EGS or the Ubisoft Store. Hopefully that exclusivity lasts just a year or less before it is then released on Steam. Because I'm not buying it from those two places. Or maybe not even at all.
