So the other question I pose is ... is the unload time based on the largest trade item tonnage or the total tonnage of the entire 13 items being traded????

If you have no issue using mods: there are some that give you certain specialists that increase loading speed at piers. (also there is one that enables you to build docklands in the new world, which can be useful)
In terms of your other question i’d say that the unload time is based on total tonnage traded.
It's painful to work with docklands try to build all building to connect and look nice while I need lot of space outside of dockland as well, but it's impossible even on large island with long beach due I had lot of non dockland building on long beach, sure as harbour defense or oil depart, or shipyard, so go on.
To address your statement on not enough area to build Dockland there is a Mod that increases to port area and it is amazing. The added MOI (MIO ?) Browser really makes modding much easier.

I started supping some of the items from other islands so there is less needed from Tobias and I think I'm seeing a decrease in his unloading times. Still investigating.
