There are many mods that make the game easier. They are really easy to install with the ingame mod browser.

Alternatively you can just play creative mode, where you can just build your city without having to worry about money or workforce or anything.

Hmm... Just play with three 1-star AI, with all traders and without pirates. Anno 1800 is fun to play and easy to learn.

You don't need cheats. This game is customizable, and you can create any scenario you want.

As Sunroc said, play with the 1-Star AI: Bente Jorgensen, Willie Wibblesock, and Princess Qing. They are so easy to get along with. They won't declare war on you. Trust me you need to try really, REALLY hard to get them angry. You can take as much time as you like, as they will not expand to other regions before you do, AND they won't occupy any other islands (except the ones they start on) without asking you for permission first, which you can always deny for a small diplomacy hit, but like I said, it's easy to keep them happy.

If that's still too much, you can play with NO AI opponents at all. Every island is yours and you can take them over at your leisure.

Pirates getting too annoying? You can play without them, too! Honestly, though, the pirates are pushovers. But you can lower the difficulty on them, or just not have them in the game.

You can choose to have all the islands big and plentiful with resources! Disasters can be set to minimal (can't be disabled, but honestly a lot of that is just automatically taken care of as long as you have the proper emergency services in place, which makes it a non-issue).

Trust me, you can do it. You can play this game, an easy game, without resorting to cheats.
