The gold edition includes the base game and all season passes (all gameplay DLCs)
And the definitive edition has all that plus all cosmetic DLCs, including the ones still coming in 2024.
If you don't care for beauty building and just want to build the most efficient layouts, the gold edition is enough for you. If you like some variety in your cities, the definitive edition is a great deal.

It is. Many, including me, would say it's better. But not in a way that makes the old titles look bad, but in a way that takes all that was good about them and develops it further. Expect a few fundamental changes like the workforce system. Expect a way more complex and a way bigger game, especially with all DLCs enabled.
In fact, it's not a bad idea to start your first playthrough with no DLCs enabled and start a new save with them later when you are comfortable with the gameplay loop. Except bright harvest, definitely play with bright harvest, it's nothing but helpful.
But of course it's your decision. Just know that, in order to be not overwhelmed, it's important to know that you don't have to start DLC content the moment it unlocks. That would cause all kinds of trouble.
One very important tip: no matter if you start a campaign save or a sandbox game, DON'T take one of the default difficulties, but choose a custom game. Leave everything on normal but kick Beryl O'Mara out of the AI roster and replace her with a one star AI or don't replace her at all. While playing with AI is, in my opinion, a good idea, you shouldn't play with two star AI or above in your first playthrough.
Also, ctrl q is your best friend.

Not really. Strindberg was a main antagonist in the campaign. Beryl is just an AI you can choose to play against, and she is definitely not "evil", none of them are, they are just pretty demanding and expansive, when they are two stars and above.
