If I buy base game on Steam, will I have access to owned DLC on Ubisoft Connect?
I'm thinking of buying the Anno Franchise BUNDLE but it only includes the base game of 1800.

Yes, that works. Even if you own the game on steam, you also own it on uplay. Steam is just a second launcher for it. You could even start the game directly from uplay if you wanted. So yes, all DLCs work.

I already own all of 1800 DLC on Ubisoft Connect. I just wanted the Anno Collection in my Steam library.
