Prevent AI from expanding to other regions before you?

I like a more relaxed expansion, and find that I don't really enjoy the game if I am frantically trying to get to the New World and Cape T. I want to play with more than just 1 star players so there is some difficulty, plus I like the other personalities.

Is there a mod or way to prevent higher level AI from spreading to the other areas before I do?

I also like a relaxed game and sorry, don't know of any mod. After what feels like a zillion hours of playing I now just head to where ever I'm supposed to go, set up the main island, then put a trading post on a couple of others until I'm ready to explore further.

as long as you have not unlocked another region in the game with an expedition, the AI will not expand in another region.

That's not true. Higher level AI will absolutely go to new regions before you unlock them.
Except for the Arctic region. That one is locked until you reach a certain milestone there.

You can start the game w/o AI and than at the point where you like to have one or more, you can add in AI via a mod.
