Long term solution: kill all AI and ally with pirates.
Or just be on good terms with everybody, meaning trade agreements. Alliances only get you into unwanted wars.
Trade is benefits for peace, but not for war.

I already have some immunity on ships already. It is quite amusing having to plan in-game goals / adopt a play-style for drawbacks in the game design.
Seems more convenient to just implement a less sensitive notification such as via modding, since the current implementation seems suboptimal.
Plus, negotiating cease fire or peace with pirates is usually much cheaper if you ask for it yourself in the diplomacy screen, as opposed to waiting until they ask for it.
I think you could just deactivate that notification, but that doesn't seem very sensible though.
Also, cherish the days when pirates are still a threat and bold enough to extort money form you. Later on they are usually the ones paying you, including occasional gifts to keep you happy and making sure you won't get any (wrong) ideas.
Makes sense, pirates aren't really are the source for me, I'm pretty at war with everyone from the onset.
Sporadic enemy ships going through my trade routes is the biggest issue, I've managed to solve the issue with conquest + disabling the notification, but it's a little annoying losing a trade schooner every so often and having to utilize some minimap awareness at all times.
