2. You don't have all the necessary resources in the Old World. Do the New World expedition to unlock that session and build up there. At some point there should start a tutorial guiding you through that.
3. There are no tax sliders anymore. But there are certain items you can slot into town halls to increase income from affected residences.
You get more money by fulfilling needs, mostly the optional luxury needs but also with some of the basic ones.
4. There is only one dlc that add a tiny bit to warfare through armed airships: 'Empires of the Sky' and you already have that one.
