Report a translation problem
I think this is a general problem. And I cannot refund it because 2 weeks already passed.
I have also written to Ubisoft Support, but there is still no reaction.
My missing DLCs are;

My missing DLC are:
- Eldritch Pack
- Cosmetic Pack Bundle
- Cosmetic Bundle No. 2
- Tourist Season
- Seeds of Change
- New World Rising Pack
Unlock the entire Anno 1800 experience with the Definitive Annoversary Edition, which includes the following digital content:
- The base game.
- The Season 1 Pass.
- The Season 2 Pass.
- The Season 3 Pass.
- The Season 4 Pass.
- All DLC cosmetic packs including those released in 2023 as well as new ones coming later in 2024.

My suggestion:
Go inside the game and check the new game setup menu, you should see the option to include the DLC's.
I checked it again 2 min ago. When I'm trying to start the game (campaign mode), I can see only the DLCs that I have. The others (which couldn't be activated via Steam) don't show up in the game setup menu.
This is obviously a bug between Steam and Uplay. Or the serial numbers/keys of the definitive edition are problematic. Because Ubisoft Connect / Uplay doesn't recognize some DLCs.
Ubisoft needs to remove the stupid uplay/connect integration non-sense and just release a clean game on Steam. Its insane how many sales they are willing to loose because of this non-sense.
Next time, I will think twice before buying a game of ubisoft.
2 weeks have been over, but nobody from Ubisoft has tried to find a solution. They don't care.
I started to feel like I was scammed.
Ubisoft support is a nightmare, a friend had his whole uplay account deleted "because of inactivity" and after months of no help and countless contacts with their support he just gave up and swore to never buy another ubisoft game.
They basically stole 5+ of his bought games and about 8 games he got for free during various promotions, because of account inactivity.... insane. Luckily he did not have too many games bought there and it would be more expensive hiring a lawyer to get it sorted that way.
Just for clarification, you did confirm in the game that these are not available? Sorry if that seems like a stupid question, but you only mentioned external signs from Steam as a reason, so just wanted to ask.
Because there really is a distinction between bundles and what's in them. You bought the Annoversary Edition which contains Season Pass 1, for example, but Steam won't show you that you bought Season Pass 1, because you technically didn't.
In my case, I bought Season Pass 1 many moons ago. If I go into "Manage my DLCs" it'll show me that I have Season Pass 1, but it doesn't show that I have Sunken Treasure, Botanica, or The Passage which are part of that pass. My spending history will say the same thing.
In your case, since Annoversary Edition is just one giant re-release with all the DLCs crammed into one package, it may not show anything for you other than you have the Annoversary Edition.
I hope it's something as simple as that. If not, I hope it all works out for you.
look at the Definitive Annoversary pack I mentioned. it's missing Tourist Season, Seeds of Change, New World Rising Pack and Eldritch Pack. all the other DLCs are shown. This is a very obvious bug and can be purchased again in the store. Yes, it can be purchased again. I would like to ask which game's would have this bug.
I have every version of this game. Only Definitive Annoversary packs will have this bug. I am a geek of this game and have to admit that this is indeed a bug. I just want this game to get better.
Where are you seeing this? Because if it's the Steam Store page for Anno 1800, that's not really helpful. Yes the description that was written for the Year 5 Gold Edition is more detailed in that it lists what each Season Pass contained, but that doesn't mean it's missing in the game.
And again I must ask, is this IN GAME? You've started up the game, and nothing is there? According to your original post it's missing everything. You basically just got the core game. Because what you originally listed was a lot more than Tourist Season, Seeds of Change, New World Rising Pack and Eldritch Pack.
(and not to be a stickler, but Tourist Season is part of the Season 3 Pass, and Seeds of Change and New World Rising are part of the Season 4 Pass, so you basically double listed there.)
