edit: you need 300 workers apparently. Grain farms must be unlocked too since you need grain to run the silos. Make sure they have a street connection so they can get their grain.
I have the grain farms.
I also have more than 300 workers.
No mission has popped up or if it has i might have missed it some how maybe ?
I do not see silo's as an seperate item i can click on in the menu to select it.
Does it only unlock after a certain chapter has passed, as i am currently playing the campaign

No steel required for building silos, just 20 wooden planks and 10 bricks.

If the button is not there the Bright Harvest dlc is probably not activated.
If playing the story campaign, I'm not sure if it is unlocked right away. It's possible that you need to complete the campaign first, as it was made without any dlc in mind.
Just to be sure your game files aren't corrupted, try verifying them via steam (and deactivate mods).
do you need to have the specific DLC for it to become active tho?

Go buy Bright Harvest. It's really worth it.
i got the mod that allows for the pig farm to got up to lvl II [2], but the specific farm does not work when placing it, so i found a work around to have the pig farm produce at an faster speed.
I thought i would ask if there was something that i am missing while using the mod. [will unsub from it for now]
Yep know the game is dlc based, i have however not yet acquired the specific dlc yet, but thanks for your time and explanation.

True, I forgot. Just ran out of ideas what the reason could be, since OP already has 300 workers. Turns out they likely just don't have the DLC
It's okay. But it's important to add info like this when you ask for help. Was wondering what you mean with level 2 pig farms, but forgot to ask. Bright Harvest isn't expensive, you should just buy it. Silos and tractor farms are both game changers.
