If you actually know that you will like the game (that's a big if) and have the money, the cheapest option will be to buy it all at once with the complete edition(might get overwhelming though, so I also recommend to deactivate most dlc for your first games).
screw that, seems only base game and separate dlc are on sale
Though, as you can play the game for free currently and over the weekend, I'd recommend to do just that for now and decide on sunday.

Also I'd rather recommend that if you decide to buy it, you do so on Ubisoft Connect to avoid having to deal with multiple launchers (and avoid any problems that people sometimes (often, I actually don't know) seem to get).
If you decide to buy on steam, though, make sure to install and launch Ubisoft Connect and be logged in there before starting the game for the first time. That should avoid most of the problems that can crop up.
You don't need any DLC to begin with - by all means, buy it all while it's on sale of you want to but don't activate it for your first few games as you will have to manage colonies in five regions instead of two. I've been playing on and off for 200+ hours and I still find managing two regions quite challenging.
Learn to juggle two balls before adding any more so activate a DLC with a new region or new systems as you need them. Just be aware that if you start a game with the DLC disabled, you won't be able to enable them in that same playthrough and will have to start a whole new game to experience it.
Cosmetic DLC is all fine to go though. In fact, it will make the base even more appealing.
What about the Ubisoft requirement ? That looks awful
They not having a discount for the "complete" versions is ultrageous. This game is 5 years old.
Ever raise dogs? The rule is: don't reinforce undesired behavior. And that is how I look at these companies dealing death by 10,000 microtransactions. The only way to win is not to play. Thank goodness everyone pitched in to keep Unity from going to the darkside.

This is nice to know. Might not need DLCs, then.
I was a big fan of Anno 1404 and the Venice DLC. Don't know if there even were more DLCs.
I'll give the game a try with the 'free to play'-option over the weekend.
I think game + all season passes is 70 euro, that would include all the gameplay DLC and the rest is cosmetics.
