The only service building that doesn't need a road connection is the trade union. All others work with roads, markets, city halls, banks, pubs etc. Paved roads increase their reach, which is always visible by the green color of the roads when you click on the service building.
A little white box? You mean concrete? It's a building material that unlocks as soon as you get into the engineer phase and you need it for every engineer related building. I'm puzzled that you even got enough engineers to unlock electricity without having concrete.
In old world trade unions do need road connections for palace or local departments policies though.
