I started a Creative game, built an oil field and connected to the harbour. Ran a line off the line that went to the harbour and ran it through a fuel station and then through a generator.
No problems whatsoever and yet Id tried for most of the day in my current game and it just wouldn't work.
Time for (yet another) new game......
I've never run tracks through fuel station/power plant. (I never thought about doing it, so that's just how I did it)
Also the train needs to do a few back and forth to bring some oil before the whole system starts working
A second advice if you don't have place to make a double tracks : put a trade union near each power plant with the Magnetist (green) and the Leading Electricel Engineer (blue) , they are selling at the jail...You will see a reel progress ^^
