Palace problem

I activated the science fair act in the department of admin in the palace which says plus 1 influence for engineer houses but I am not getting any influence from it. can someone help with this?

Is the palace connected and in range to your engineers? The palace needs to be connected to a road and in range (green along the roads will tell you if in range). Also I'm assuming the palace and engineers are on the same island? If not than you can use the "local department" on other islands, you can only choose one policy from local departments though.
