How do I increase my farmer's population to over 10 in each house?
They are always stuck on 10, even though it shows that I can have a maximum of 25 in each house. They have a market place, fish and clothes at full, but still it wont increase.

Click on a house and then on Lifestyle needs at the bottom of the command card, you'll see various extra goods (e.g. flour) that you can provide to them to generate more people/money per house

The 10 you get from fulfilling basic needs are enough to upgrade to the next tier. But if you optionally fulfill the lifestyle needs Chaosium mentioned you get extra work force. I wouldn't necessarily try to produce these goods, it's more of a good way to make use of overprodution. Soap for example is something you will likely overproduce due to its low consumption rate among workers, so allowing farmers to use it too will give you some money and workforce for basically free. What you shouldn't do in my opinion is build extra production just to fulfill the lifestyle needs. Farmers want flour for example, but it gives you only one additional farmer per household, while costing you 50 farmers in the production line.

Don't worry too much about lifestyle, if you have overproduction, allow your people to use that, but don't necessarily go for producing it. Really depends on where you are in the game though. But early on, just use overproduction. Mail of course is the exception, but that's another topic.
