But every public mooring makes a good profit, even on islands with only a few farmers.
Per example in one game I have settled on 6 islands in New World with a small village on every of them. But they all were in minus, just too low population to make any profit, they were pure production islands. That changed completely when they all got a Public Mooring. Then I have put some more effort into every little island, they got some ornaments, some items in trade unions or maybe a small museum. And voila, now every islands makes profit, not a single stays in minus.
