Solved- Enbesa Empress's Baths Quest Bug

I'm currently going through the Enbesa story line and I have encountered a bug in the Empress's Baths quest. I'm supposed to clear 3 pieces of debris (Branches, fallen trees and rocks blocking the water), but as soon as the quest's start begins, the rocks blocking the water vanish and the text for the quest bugs out, leaving an empty grey square and no text on the section referring to the rocks (but not the other 2 debris, which I can clear).

So far I have tried:

-Saving and loading while the quest is active
-Restarting while the quest is active
-Restarting and loading to before the quest is active
-Activate the quest as I am looking at and desperately clicking on the rocks before they vanish

None of this helped obviously. I have read that similar bugs in the Enbesa questline can happen due to actions done much earlier, so if anyone could point me to the moment that causes this bug I'd very much appreciate it, as otherwise I'll have to embark on a trial error journey that will last forever.

Edit: I have found what I believe to be the trigger to the bug:

During the Quest "Fascinating North- Quizzed" I picked: "Our industrial prowess and economic growth." and for the second answer I picked: "I pride myself in cities vast in population, with access to every comfort and convenience." and then "Governing my people, ensuring they grow and thrive. "

I rolled back a save up to this point, and instead picked another option "Becoming a master builder - the keystone of my business.". And then played as usual up to the Empress's Baths quest, it functioned normally. This is the only thing I did differently so I can only assume this is the only cause. RIP all of my expedition items.
