#2 Go to Eli the prison guy and look for a specialist. I cant remember her name but she is "blue" level and looks like an actress with a face mask on. With a variety theater in your town you put her in a town hall and she will provide free rum and canned goods to Artisans and engineers. She is one of the most valuable specialist in the game. I think she costs $90K to recruit. You may have to re-roll with Eli a few times or keep checking back with him to get her.
There is a similar one a little later in the game called Mr Garrick. He supplies free Pocket Watches and Jewellery for residences with the Bank need satisfied. Again, I only have a very few Jewelleries for Tourists.
You can also get both of them in the Grand Gallery if you have tickets
There are also a number of items for Trade Unions that give you a lot of free stuff. If you want guidance on good items for Town Halls & Trade Unions, I suggest you look at annolayouts.de. You can change language with the Globe (just above the ship symbol at the bottom of the screen)
Actor seemed bad in the past when I didn't understand the game but yes as above she's a go to! Just do some quests for Gold and then nab her if you can... I got mine via a quest so was perfect.
Something else that might help in the short run is to spend the influence to put the consumption and consumer propaganda into the newspaper. It does mean you have influence points tied up while that newspaper is active, but the combination of the decrease in global consumption and increase to global income can help stabilize things while you're building and upgrading more houses, expanding your rum production, and waiting for your ships to get that upgraded production to where it's needed.
In terms of rum (and later coffee) i‘d suggest you check traders (later research institute) for:
A. trade union items that increase production or reduce workforce needed
B. town hall items that reduce consumption
C. items for the zoo/museum/botanical garden, some sets are decreasing consumption and some increase production
There are a lot powerful items.
Additionally (depending on which DLC’s you have) use the palace/hacienda policies that reduce consumption and for mid late game use the docklands for importing needed goods and export overproduction. Also the tourist buildings (restaurants, bars, cafes) and the malls can be useful to decrease certain consumptions.

If you have enough influence you should settle on all islands to get the „free“ workforce, you need to build the commuter pier for that.

I‘d really like it if you could research this guy in the institute along with the guy that affects loading speed in the harbour.
For coffee and chocolate i use the items from „arctic“ Nate, these two items you can also get in the grand gallery.
So I always skip rum and canned food takes too much space and cost.
New world I only focus coffee. You can then trade coffee too in docklands for tobacco or just use specialists that produce tobacco from coffee fields.
Fun thing about this game is you can play sooo many ways!
Ps furcoats sell 1k each to the woman in the old world so cash injections are like 300k per 300 coats which is very nice too.
Overall docklands is the hardest part to start off but once you have atleast 2 islands doing it it rapidly speeds up! Selling and importing ore, fish or wheat ect unlocks many new slots very fast
As i soon wrote , you be able to have +-4000 investors only in the old world whithout going into another continent and without "Docklands" ^^
Just well playing with trade unions , town halls and of course the good items ...
and if you won somes scenarii you will see somes of theses good items in rewards...
