How far along are you in the Arctic campaign? I just began The Passage, so I'm still fairly early on. My guess is that MAYBE it's one of those deals where it won't offer the item until you are actually able to produce it yourself.
EDIT: No, nevermind. Something is DEFINITELY wrong. I went to make an adjustment to my trade route with Eli Bleakworth, and it now won't give me the options for trading for Zinc and Copper, even though they were available before.
The traders change their inventory as you progress through the game.
Hmmm, the neutral traders (Bleakworth, Kahina, etc.) always have the same inventory for me. They never change. Bleakworth always wants soap, and always sells ores.
But also, if we clicked on the Trader we would see they still have the item to sell, it's just that it wouldn't let us set up a Trade Route for it. Restarting the game seems to fix that, though.
Same thing happens with pocket watches for example.
So just go there manually and buy one to fix it.
