The DLCs don't add just few campaigns. Every Season Pass includes also much more content to the game, unlocks huge new areas, airships, research institute, items,monuments, production chains, and so on.
Then you can buy the DLCs one buy one, per ex. when they are on sale, and add them to your already existing game. You get this choice only once, otherwise you need to start a new game to include the DLCs in it.
Can't answer about the procedere to get complete edition.
Season Pass 4 adds a couple scenario maps that are played separately from the base campaign/sandbox game.
On top of those changes, every Season Pass/DLC also adds more stuff that has an effect on the entire game, no matter the gameplay mode, like new buildings, mechanics etc.
I presumably buy the standard version and will purchase additional season passes if the game is fun for me. Unfortunate that there is no discount probably.

Correct. So be aware, Homuno, that the Complete Edition of the game does NOT function like a Steam Bundle. It is basically a re-release of the game with all content combined into one solid piece, so it will NOT remove portions of the game you already own and adjust the price accordingly.
If you buy the base game, the only way to add the DLCs later is to buy the Season Passes.
So your choice is to either buy the Complete Edition at $53.99 (sale price) to get everything all at once.
Or, spend a total of $71.19 to buy the same content, on sale, spread out over a period of time:
Base Game: $14.99
Season 1: $12.49
Season 2: $12.49
Season 3: $9.99
Season 4: $16.24
Deluxe Pack: $4.99 (optional IMO. Many of the features it did have are now free, so now it only adds one Medium difficulty AI opponent, so $66.20 without this one)
Spread out over time, this isn't bad at all, but it's up to you.
I just bought the standard version. Very unfortunate that there is no way to upgrade later, but I can live with that.
