Uplay has sales too of course, though at the moment only season pass 4 is reduced:

I had then 2 installs show up in Ubisoft Connect though.
Both had all the DLC and achievements. I then deinstalled the game I purchased through Ubisoft. So it shows up in Steam fine and I see only one install in Ubisoft connect.
Never had any price reductions I could get advantage of on Ubisoft, since the base game was preorder Pioneer and the DLC purchases as soon as it was available.
The base game on Steam however, was with a discount :) The reason I also bought it on Steam, was to get an easier install on Steamdeck.
The biggest caveat comes from the 'bundles' (Gold/Complete Edition) on steam. If you already own the base game on steam, than you can't buy a 'bundle' with base game and DLC included. It doesn't work like other bundles on steam, where you just get the difference between bundle and what you already own. You can't buy it, because you already have the basegame.
