I can't find the Great Eastern

I made the discovery in the research institute, it tells me that I can create it, except that it does not appear in the list of ships that I can create.

I received it through a quest of Sir Edward, after building the world exhibition. I can't build it either, but I got one.

Just to clarify, you have completed the "A Floating City" quest from Sir Blake so you have one Great Eastern already, and have a Permit to build another one?

No. I juste have the permit.

That's probably why. I believe you have to do that "A Floating City" quest, which you get after building a World's Fair. This grants you a Great Eastern.

I'm pretty sure the Permit only works for letting you build another Great Eastern.
