The third DLC gives you a huge island and a new population tier that adds a lot of new production chains and you can finally use electricity in the new world. On Manola itself that's accomplished with a dam that provides power for the whole island and on other islands you can now use power plants.
The airship DLC gives you an equivalent to the commuter pier for the new world which is great.
And seeds of change is very powerful for optimizing agriculture in the new world and, because of the fertilizer mechanic, in the old world too. It has great synergy with the bright harvest DLC, which I recommend to buy even if you don't want the season pass 2 as a whole.
I was very sceptical when they announced the season pass 4 but now I think it's the best of the bunch. I have all of the content but I'd be absolutely satisfied if I had only season 4 combined with bright harvest. Ah, and docklands, I need docklands.
I have all of the non cosmetic ones except one and I like them all but I would say the snow one is the one I like the least.
Season 1 - Weakest of the bunch. Crown Falls is about the only reason to get it, if you want a large island to build a mega-city. Botanica is almost pointless. Sunken Treasure is meh. A new region is always interesting, but the fundamental issue is that these new regions are never developed enough to be worthwhile. Also, the existence of Empire of the Skies makes it nearly unnecessary.
Season 2 - Bright Harvest is a good pickup, probably the single best DLC, due to how well it fits. Seat of Power is interesting enough, though a bit pricy. Mostly just a big buff to the player, by giving you powerful edicts. Land of the Lions has an interesting irrigation mechanic, but has the same issue as Sunken Passage of not being developed enough. Also, there is a scenario in Season 4 that uses it, so you will have a chance to use it.
Season 3 - Docklands is perhaps the most game changing update of them all. It introduces a very interesting new way of playing, by focusing on producing certain goods, and just importing others. It does remove some of the difficulty, but is worth trying for sure. Also, some things cannot be traded for, so it can't trivialize everything. Tourist Season and High Life are more for the endgame. I prefer the first one, since the Tourists operate differently than other citizens. High Life is a bit grindy, as it is just a matter of more products, which aren't any more interesting to make. But skyscrapers are a logical progression for the endgame, so if you have Crown Falls, and want to make a mega city, this will take you further.
Season 4 - The best season, by far. Not only does each one introduce a new scenario, each with unique mechanics, the actual gameplay changes do a great job of fleshing out the New World. Seeds of Change let the New World play differently from the Old, while New World Rising let's it become an endgame goal, with Manola serving as the big fancy island, without needing a new session, complete with an awesome dam to provide power.
Of the scenarions, the Seeds of Change is my favorite, but they are all solid.
