If you are into designing and beautifying your cities, the City Lights pack is pretty good. I like being able to add street lamps, or a small food court to my museum.
My other personal favorite is the Vehicle Liveries pack, just because I like making my ships look awesome, plus you get an alternate model for the Arctic Airship which I prefer. So in my case, this one does enhance my experience, but may not for others.
Want your industrial areas and oil refineries to look more grungy and cluttered? Industrial Zone Pack.
Hate that all your houses look the same? Vibrant Cities is great. Plus I like that you have different models for the Marketplace, so that one in the middle of Investor housing looks more majestic than the one for the Farmers.
So just figure out what enhancing your experience means to you and go from there.
Vibrant cities is great. A simple but effective way to make your city look nicer.
Well, depends on what "better off" means to you, because that can vary from person to person. Right now would you rather have better looking ships that stand out from the AI's, or would you like to customize your cities even more?
If I was in your position, I'd choose the Vehicle Liveries Pack. But again, that's me, and I love having my Ship of the Line looking like a beast. You may not care about that as much.
If you're talking about setting up a new game, this is normal. You don't have to enable any cosmetic DLCs
The paintbrush icon is how you are supposed to change skins. If this is not working, first try to verify your game files. On Steam, right click on Anno 1800 -> Properties -> Local Files -> Verify Integrity of Game Files. It could have been a bad download and didn't properly install files. if any files were missing, it'll automatically install them.
