Early in the campaigns and can't get an artisan for building frigates
The title kind of says it all.

I've tried several times to do this campaign and it should be easy, but for some reason, I can build the schooner and two gunboats, but I've never been able to build the frigate to sell, because I don't have an artisan. I have dozens of houses upgraded to artisan level, as well as dozens of "normal" houses, but no artisan for the building of the frigate.

Where is this artisan? Why can't I find them?

The instant I upgraded to an artisan house I had my first artisan. If you hover over the boat you're trying to build, or any thing not currently unlocked for that matter, you'll see what it requires to unlock. I think the boat requires 250 artisans so you should see something like Artisan 80/250

What was my issue honestly is I couldn't figure out how to upgrade to artisan level houses. I didn't realize you had to have every single freaken demand of the house at absolute max before you could upgrade since it was not explained well when going from farmer to worker.

That might be my problem, then. I could have sworn I needed artisans to break thru the rock wall to get to the iron mines, but I guess not?

All the needs must be maxed out. There is a happiness tab next to needs for each house type too. In addition to maxing out the needs, you have to reach the required pop in a given residence before it can be upgraded. Happiness summons more residents to your residence.

Also, at the bottom of the needs panel you will note a button called lifestyle needs. These are optional needs you can turn on which provide benefits that usually include upping the pop density of the residence type so long as that optional need is fufilled. So you can have higher pop without increasing the number of houses.

If I remember right you only needed a certain # for that quest. Just look in your docks and check how many it says you have. I'm dealing with the fact that you need like 750 for the last 2 ships and I only have about 450.
