Ubisoft support is terrible and very frustrating!
Every response is from a new person who does not understand your issue and only follows scripted instructions, so they only know to send you to their help articles, and they ask you to do the same thing over and over. Their responses are in mixed language, French, English, and at one point even in Polish!!!!
I believe the issue may be on my Account itself (because I reproduced it on 3 separate machines) but I was never able to get past their basic support and get someone to pass my case over higher level tech/programmer.

Sorry to hear it you have issues syncing cloud saves in Anno 1800.
There should not be an issue with your account, preventing you from playing the game, especially if you never played it before.
Try disabling the cloud save functionality in Ubisoft Connect, play the game for a while, create a save and try to synchronise it then.
• In Ubisoft Connect in the top left corner, select your profile.
• Go to the "Settings" tab.
• In the General section, next to "Enable cloud save synchronisation for supported games", untick the box.
