this game need GPU more ? or CPU more ?
my gpu is 2070s , cpu is I7 10700K , but actually , even i play it on 2K , there is performances problem , like : low frame ...

i think i should change my hardware

I haven't looked at the difference between cpu and gpu, but this game does stress my system a bit. Fans go into high speed and everything maxes out. Other than that, and the annoying whine of the fans the game works fairly well for me.
My specs:

Processor AMD Ryzen 7 3800X 8-Core Processor Overclocked to 4350 Mhz Total Memory 32 GB -- 3200 Motherboard ROG CROSSHAIR VIII HERO Video Card NVIDIA GeForce RTX 2070 SUPER, 8 GB memory

I also play the game at 1920x1080. I have a 4k monitor, but I find all of my games don't work well beyond 1080p.
Try running at lower resolutions and see if that helps.

Probably the main reason for performance issues with the game are the amazingly good graphics. This is the nicest looking game I have. (Including Anno 2070 and 2205.)

The gameplay suffers a bit for that.
Other games such as Factorio and Captain of Industry are not that great to look at, but have a much lower computer performance requirement. They don't stress my PC nearly as much as the Anno games.

Try another API. You get a choice in the Ubi version.

My experience: 2560x1440 monitor, RTX 3070 GPU, video setting on "high", I tried with "ultra" but it stresses the system damn, countless CTD and fans forced to cool.
I had to disable the XMP profile of the ram (32gb),
I restored the processor frequency to default (I7 8700k) and no more problems, I did a slight overclock again (4200-4700 MHZ) and I have no problem with the "high" setting. The game damn sucks memory especially with the various UPscaling enabled.
I'm disappointed, not by the game but by the RTX 3070, with GTX 1070 the same performance in gaming, indeed they were definitely better always in 2k as bottleneck with i7 8700 was practically absent.
I think I need to update with a latest generation processor, lGA 1700 and at least 64gb of ram but it's all very expensive.
The game it's still heavy, as are others with Denuvo DRM in the same way, I'm talking about the latest Far Cry.

Almost all settings to max. So to me it seems the single core cpu speed might be the bottleneck once there are a lot of things moving and interacting. Perhaps investing in the new 3D cache ryzen that are coming out might be the best for this game..

New 3d cache but then it cooks like a microwave oven, also useful for toasts, especially if overclocked. I do not deny that Ubi games are performing with Ryzen processors, but those 7-10 degrees more in the long run are felt unfortunately, not to mention needing current.

I dunno bro those 3d cache cpus are gonna run at 120w which is lower than the 170w for regular 79xxx. I am using eco mode on my 7900x which lowers the wattage to 105w and it never goes above 75c while maintaining 95% performance in both ST and MT workloads at max load(When playing anno or doing other activities that don't max the core count the cpu hovers over 50c). They are gonna be beasts, the only problem is gonna be the price I guess, which I am not sure would be justified for most uses until they come down in price.

I think as the game proceed, you have more and more things going, technically CPU's job will keep increasing. while GPU depends on what you are looking at.
