It's the only way to control player growth and challenge the player long term. Without it the game would be far too easy. You've just gotta keep looking for ways to make your system more efficient and cost effective.

Perhaps that's your problem? I'm still new to the game myself, but unemployment doesn't appear to be something that matters. What matters is that you're supplying your different pops with the goods they need to bring in more of them and that they pay for. If you have enough goods to supply 1k more pops than you actually have jobs for then you can be making more money by actually having that 1k in your settlements somewhere whether they're working or not. The only thing you don't want to have is a situation where you don't have enough workers, but any surplus is entirely a net positive as long as you're able to supply the goods for them.

If you're at full employment with few extras, then you're probably bloated elsewhere. Overproducing or oversupplying or perhaps paying a ton to trade away all your surplus goods when you could just as easily save money on trade ships by selling those goods to more people at home.

Hard to say without seeing details, but obviously other people manage to create massive metropolises and sprawling empires with the current mechanics so ultimately it boils down to efficiencies in your setup. But without knowing your setup it's hard to say what the issue is. Simply removing the taxes might sound like the obvious issue that would make everything work, but again others are able to make it work with the taxes so you can too once you figure out what it is and how to improve on it. That's kinda what this game is about at the end of the day. :)
