That means you own the game and all the DLC that actually matters. (Add-Ons, Expansions, new gameplay mechanics etc.)
What you don't own is all the COSMETIC DLC, so stuff that only contains skins and decorations.

I bought the game at release as I did for all the Season Passes... in total that must have been over 200€.
So why are you complaining about only having to pay 70€ for everything?
Also, just so you know, the last DLC released just last week. The game has been supported very well over the years, with new content releasing every year.
Studied the Production Chains a bit and yes your right the DLCs add 3? times the Content in thar regard compared to the base game.
And the 200€ youve paid is a lot of money. I feel your pain ive gone the same route with cities skylines DLC.
But im still not sure if the additional Content is worth 40€ compared to the base Game that is 20€. Shouldn't the Base game be more expensive than additional content? The pricing is just all over the place and the Names too. Complete does -not- include every DLC despite the naming...
Well, she did not buy seasons passes, she bought it "complete". That is quite obviously misleading and on purpose, because many people don't buy a game if any existing DLC are missing. But it is quite typical for them. I myself tend to not spend money on their games, as I dislike this attitude and don't want to support it. I pretty much stopped buying their games when they enforced being online for single player games, a long time ago and their attitude became even worse after that.
The DLCs are absolutely worth it. I don't regret paying 200€ over 4 years. I'm closing in on almost 200h of playtime now, so I got my money's worth (and I will still play it much longer)
What isn't included in the Complete Edition is only cosmetic. I get it that it doesn't make it a "complete" edition but the cosmetic DLC is really just that... cosmetic. Make your tractors look different or get a bunch of additional trees for decoration etc. No gameplay impact whatsoever.
The "real" DLCs however are meaty! They are proper expansions!
The base game has two regions: The "Old World", which is basically Europe, and the "New World", which is the Carribean.
The DLCs add so much more to the game.
You get "Cape Trelawney", which is a new region that is basically like the Old World but with a really, really HUGE island to build a mega-city on as well as new features like diving for treasures and artefacts, building museums to show them to the world etc. You also get the new region "Enbesa", which is Africa. You also get Antartica as a region. Those regions are not simple biome changes or reskins, they come with their own challenges, gameplay mechanics, population types, crops etc. And it all interconnects. For example suddenly the people from the Old World want stuff that you can only grow in Enbesa. The regions also have story elements as well.
And I'm only scratching the surface here. The DLCs add a ♥♥♥♥♥♥♥ of new gameplay mechanics and features that are not in the main game. The Zoo, Tourism, Mail network, Bus network, Skycrapers, Tractors, Haciendas, Airships, Heating, Docklands and so much more.
It really makes a good game even better. It is a bit like with the Civilization games. The base game is fine and all but the game really starts to shine when all the expansions are out. Anno 1800 is the same. The base game is good but the expansions just make it so much bigger, better and more fun.
We were spoonfed the DLC over the years and the last DLC just released quite recently. I started a new infinite sandbox game now with all the DLC activated and let me tell you, the scope of the game is now immense and I will probably play that save-game alone for dozens of hours, if not hundreds.
It really, REALLY is worth the price of admission.
I cannot stress that enough. If you get Anno 1800, get it with the DLCs. The base game alone is bare bones in comparison. Unless all you want to do is play through 10ish hours of campaign and then move on to the next game.
The better question is why not?

So in order to "own everything" one must purchase:
- Anno 1800 Complete Edition Year 4
- Anno 1800 Cosmetic Pack Bundle

At current discounts, thats 100$ in total for everything.
Keep in mind the cosmetics are really only that: skins and ornaments.
All the gameplay relevant stuff is included with just the "Anno 1800 Complete Edition Year 4".
Also:
If you previously owned the Season Passes or any DLC on Ubisoft, you only have to rebuy the base game on steam. Upon downloading and installing steam will ask you to connect to ur ubisoft and after doing that you will have access to all DLCs you previously owned.
So no need to rebuy packages or DLCs you previously owned, just the base game.
