So the 4 year Complete Edition only includes ALL the gameplay relevant DLCs, the cosmetic DLC are not included.

Keep in mind the cosmetics are really only that: skins and ornaments.

Nope. That's just me getting frustrated with Ubisoft's bait and switch tactic on this one and exaggerating my suspicions about Anno's stellar reviews from the community. They know that they have a bad reputation in the industry so they do whatever they can to increase sales. I would have never considered learning about this game if I knew Ubisoft was involved. Ubi loves this always on DRM on their games but I thought that they toned that stuff down years ago after all the bad press they received for the Assassin's Creed franchise.
Also, what part of "small panel on the side" do you not understand? I swear, English must not be your first language. Lol. And rational thinking seems to elude you as well -- must be a German thing.
Then it's not truly a complete edition, is it? I love all that eye candy you get in dlc content and I was hoping everything was included. I'm going to have check out the entire Anno franchise. I think people are saying that this version (Anno 1800) is by far the best one. I'm surprised that this version is on year 4 and I've never heard of it before.
I'm going to have swallow my pride and not ask for a refund if the game is really that good. They're calling it a masterpiece in some reviews online.
Maybe play the game and find out for yourself instead of spending hours ranting on a Steam forum where no one actually cares?
