You better off get complete Edition, you get 1, 2, 3 and 4 season, while Gold is only gave you 4 season. Each season forced on something like 4 season forced on new world, 3 season forced on old world, 2 season forced on Enbesa world map type, 1 season forced on Arctic, more or less.
This is why I had game on Ubisoft, not on steam, more support and need less work with, rather than steam and Ubisoft, that is too much work.
Irony, there is time I did pre order anno 1800 on steam before they said they withdraw from steam, when they did, I rethink whole thing, what if there is no support, or bad support on game? I think I would better cancel pre order anno 1800 on steam and pre order on Ubisoft for full support. It's was good move. I had mostly good experience with Ubisoft support when I had issues.
Long answer:
- The Passage: I personally hate the Arctic region, but it does introduce the first airship and gives you a power plant that doesn't depend on railways.
- Botanica: A weak reskin of zoo's, but it adds buffs to your islands so sure whatever.
- Sunken Treasures: Adds a new region with a massive island, also new ways of finding artifacts/zoo animals. Excellent DLC.
- Bright Harvest: It's buffs to farming make it absolutely mandatory.
- Seat of Power: It adds a new palace buffing building, I haven't played around with it too much personally. It's eh.
- Land of Lions: African region has some issues, mostly due to the way its storyline is handled, but the scholars are a welcome new population class. Worth it.
- Docklands: Adds new trading pseudo-monument. It's good.
- The High Life: Adds skyscrapers and a new monument. It's good.
- Tourist Season: Adds hotels, restaurants, and tourists - all of which either give profit or buff residents. It's good.
- Seeds of Change: Focuses on New World agriculture and buffs farming further. It's good.
- Empire of the Sky: Adds more airships, with a focus on the New World. It's good.
- New World Rising: Continuing the New World focus, it adds a third pop tier and a new wonder. It's good.
Really there are only two or three DLC's you would be forgiven for skipping. Everything else is "add more content at your own pace".
Also, one good thing that the Anno team has done is work on making the DLC's interconnected. You are not punished for not having a certain DLC, but this isn't like Paradox where each DLC feels like it is in its own separate world. With Season 4 over, Anno 1800 feels absolutely massive in its scope and how each region interacts with one another.
Really pisses me off...
