Where do I start?
So I only just recently learned of this game and it looks like it would be a nice distraction from Tropico 6.

The game and DLCs are on sale, right now, and I'm not too keen on spending $250 on everything, right now.

Where should I start? What's the main game and the best DLCs to get?

Any and all advice is appreciated.

I'd say go with the complete edition year 4 for fullprice 60$, since it contains all the gameplay relevant DLC.
If you want specific cosmetic you can buy them later.

I wont go only the base game or the gold edition because eventually u want all the season passes - and then u pay more total in the long run.

There's a lot to keep you busy with just the base game, so nothing wrong with starting with that. I bought the complete version, but I'm not even using any of the DLC for my first play through.

There does seem to be a bug present that prevents launching the game, however I was able to work around it by launching it from the Ubisoft Connect app while Steam is closed. Hoping they fix the startup issue, but honestly it's one of the best city builders I've played so I wouldn't miss it if you enjoy city building.

The base game is very good and will keep you busy for many hours.

If you want DLC get the season passes. These have the best DLC. Many DLC not in the Season passes are only cosmetic stuff and do not have an impact on gameplay. If the season passes are too expensive get these:

Sunken Treasures: it adds a huge island for you to build on.
The Passage: adds the Artic, with new citizens and new industry.
Land of Lions: adds Africa, with new citizens and new industry.
Tourist season: adds new citizens and new industry.
The high life: adds skyscrapers, with new citizens and new industry.
New world rising: adds new citizens and new industry.

The other items in the season passes are mainly for a min/max play style. Very cool if you like it, but not neccesary to 'win' the game. For example Bright Harvest adds tractors to mechanize your food industry, so the output increases. Botanica adds different expeditions and a new museum.

I would recommend to get the base game and see if you enjoy the game. Play for 2 hours and if you do not like it, get a refund. If you like it, wait for a sale on the DLC or slowly add DLC instead of buying it all at once.

Get the complete edition while it's on sale so you get all the gameplay DLC cheap-ish (the rest is just cosmetics), then turn the DLC off in-game for the first game so you don't get overwhelmed.

I'd STRONGLY recommend sticking with only bright harvest as your DLC for your first game, as while all of the DLC's are good and add content they can quickly become overwhelming and are for subsequent playthroughs after you get a strong feel for the game. They don't add difficulty, it's just more stuff that can be distracting or frustrating for a new player.

Bright Harvest is good for your first run, however, as the only new content it adds are silos (basically you use grain as fuel for your animal farms, doubling production) and tractors (use oil to fuel tractors which doubles yield and lowers workforce needs). Low farm yields was an issue in vanilla, so Bright Harvest was a huge leap forward.
