Ok houses were the issue. That's dumb of me, when I check the houses, I see that they aren't full so I'm expecting them to be full capacity first so that I build more. XD

The campaing was a kind of tutoriel , BUT if you are playing with the three AI given by the UI...
I advice you to check up to see that you have 3 AI one star ....
theses 3 AI are : Bente , the princess and Willie.
if not close your game and open a new game with only 3 AI one star for your campaing...

That's not dumb of you. I've been having the same problem (on PS5, currently,) and the game tells you to build 10 farmer's houses and going above and beyond what the tutorial instructs should not be a strict requirement to progress. Furthermore, the farmer houses, as I understand, have a base population of 10 people with the potential to reach 25 if all needs are met. If base population per house is 10, and the game had us build 10 houses, the safe assumption is that you have room for a minimum of 100 people with no issues.
I honestly think Ubisoft made a mistake in programming the tutorial and then just never bothered to fix it. If they actually do rigorous playtesting (I don't believe they do,) then the devs gave no thought to how it might feel to play the game as someone who didn't literally make the game. The "curse of knowledge" at work.
It's also just a pretty bad and kind of lazy tutorial, not explaining the most basic controls and functionality to achieve the goals they set out for us.
