4 Year Edition is the way to go.
normaly yes, but not if you can have all content for 50%^^ he can start the game with 1 or 2 dlc´s its possible to "on and off" by creating the map^^
If everything is activated, yes.
But you can activate each DLC separately as you start a new World Map.
So, save a ton of Money, and play whatever DLC you want.
