All the new world islands with helium was taken when i got there.
How do i get helium without going to war ?

You can purchase it through trade. That's about it.

There might be 4 other way, buy share and take over island, while keep up ai relations by doing their quest, bride or charm, depend on their personal, while making non aggression pact

or

research institute to change mine type, but I hadn't test this.,

or

there may be item that trade resource for other but at high cost of workforce, and money to keep it running.

or

Trade right, and buy those from AI player if they offer, thought limited supply time to time, random. Be sure trading post is on same island offer resource, then AI might offer sale on that resource.

But it's cost lot to set up whole airship, I think it's best to do it when you had at very least $30,000 income per second or more. Airship is very costly,

and Finally,

Arctic offer airship, it's might be little cheaper to set up than new world, and that boreas, airship are petty good for good values, it's might not best of best, but it's best of jack of all, master of none.

Unless you want airship war, (personal, you can drop bomb on any normal trading ship, you don't need airship war, airship war is only attack other airship, but you can get flak ship and gun flak, it's cheaper, and a.i star 1 and 2 don't build lot but not sure about 3 star.

But War, you can always had battlecruiser with item range buff, it's still useful even with all those empire of skies, but I'm not sure how 2 and 3 Star AI use airship to do bomb away, I don't know whatever AI do that or not. But they do that with pamphlets drop.

Yep! There's a specialist called "Helium Expert" who affects Gold Mines. Gold Production is reduced 25%, Work Force needed increased 100%, Maintenance Costs increased 100%, but it produces Industrial Lubricant and Helium as an Extra Good.

But as you say, it'd be a very slow production.

That's why I use non aggression pact for that before buy and take over island, then once I got island, I tried every chance to build up ai relations to 40 at very least, lower relations, more chance they want to make war on you, so that is best way to avoid war, former owner are angered you took their island by buy/share/takeover island.

It's not always hit ai relations to zero, depend, but most case, it's often do when you buy and take overisland left and right while watch timer/cooldown reset, then quick do all over again. Non aggression pact only gave you 5 hours, that would stop ai making war on you when you took over island by buy/share. Use that time to build up relation after you takeover island, not before (they would still hate you most once you hit take over island after buying all share, it's waste time to do their quest and bride them while doing buy share at same time.)

Once you done takeover island, then work with a.i relation. if non aggression pact time running out, let's said 2 hour left, it's best to stop buy and share, work on ai relations to 40, after that, then work to get ai relation to 100 to make easier to use non aggression pact again.

It's take lot of time and lot of watching cooldown buy share, plus ensure you had ton of money and lot of influence ready to burn. This is closet thing I know in peace way to take over island without need a military ship, but that said, military ship may help with your military power for dealing with non aggression pact at lower a.i relation.

If you already had few fleet for quest stuff on each world map, harbor defense is best way to rise military power rating to help with diplomacy but it's not much help if ai had higher military power than your, and harbor defense cost very high influence yet many ai had lot of those almost every island as if they are cheating, by had a free infuence harbor defense or something like that, but correct me I'm wrong?
