Hmmm, I think they can't stack if same or similar items, only one per ship, Arctic Lodge, Harbourmaster's Offices/Dockland Main Wharf, Town Hall, Trade unions.

Only one per building, Culture Building is other story, I think, but it's could done one building support by 2 Trade union or 2 Town Hall, one same item in each building, in middle between 2 trade union or 2 Town hall radius cover that building if that possible, it's can stacked from 2 trade union or town Hall radius, but for one building, item can't stack with other item if it same or similar.

For ship, I don't think same or similar item stack in same ship, only one per ship, but it's can stack with other item as long as difference but yet offer same type of bonus like repair or weapon range, that can stack with other difference item, but not same or similar upgrade or downgrade item with same or similar name of items. you want difference name of item but offer bonus same or similar from other item, that can stack in same ship.

To elaborate further,

In the case of specialists, yes they can stack. For example, if you have Captain Richard Moses who offers Self-Repair of 500%, and Captain Kadijah who offers Self-Repair of 400%, then yes you will get a total of 900% repair.

However, you cannot stack Machines. A Controllable-Pitch Propeller which gives you a Movement Speed increase of 15%, and a Jet Propeller - "Hurricane" which gives you a Movement Speed increase of 25% cannot be combined. You cannot have two engines installed.

BUT, if you have Captain Richard Moses who offers 25% Movement Speed increase, and a Jet Propeller - "Hurricane" with its 25% Movement Speed increase, those will stack for a total of 50%.
