It was just an item totally useless with a lot of others when the first game came out ..
Simply cos there is a dice game to try to obtein the most usefull item and more you are playing more you loose money ..
this system will begin obsolete with the expeditions and the world 'fair rewards too with "Land of lions"and the reseach system ..
Anyway you may used it if you are playing the game with "role-play" ^^
That's kind of what I was thinking too. It all seems so nonsensical. Like, I'd rather just build a second church than a Town Hall and spend Influence Points. Plus the -3 Happiness just kind makes it seem like Wuik is right. This is probably just a junk piece that just got lost under the radar.
Think I will post on the official forums along with the pic. I really want to know what an official Ubisoft rep thinks about it.
A home in the zone in between (usually a lighter duller green road) is the consumption range where the home will show less than 100% of that public building is being consumed. The affect the item has to "consume les church" means the home with less than 100% church influence will be seen as 100% since it doesnt need X amount of church influence to be considered 100%.

It could indeed be the reason. I might just be overthinking this. It just seems...kind of a waste, you know? Not everyone within the sphere of influence of the Town Hall will benefit from it equally. Some will still be short, and/or some didn't need it in the first place.
Also, if I have to spend 20 Influence Points to build a Town Hall to use this to help with Church/Chapel reach, I would rather just build another Church.
But, again, not every item has to make sense, I guess.
So you may see that there is a very big number ....
When you learned all ,.. that take a little time ...you know after which are the most usefull...
At the beginnig The idea was to put the houses around a lumbber jack's hut , beetween 20 and 24 under different layout...( of course , you don't let it !^^)
The Town hall has the same size ...
After unlocking this one with the artisans...
so ,you want a city with only Farmers for exemple.. what you need in the threes spots of the town hall?
