It can only be built in the Old World or Cape Trelawney.
The Major Discovery is one of the research fields in the institute which opens a screen to research Scholars residences. Note that their houses do not need to be built on the island with the institute but they do require a University.
You may want to search on You tube for a more in depth there are a lot of go tutorials on the whole process.
Hope this made it all a little more clear...it is a somewhat complex procedure.
So to summarize:
If you got the permit...build the Institution, it requires electricity and Engineers to function.
Once built click on it and click on the circle to open the Fields of Research screen.
You should be able to build 5 houses and provide them with what is needed to increase their population which will give you more research points to build more houses.
If I've missed something I apologize, but all the information is in the game somewhere.

Instructing you to "shop around for Research Institute proposals. Architects at Waha Desher's harbour".
You just click you the people highlighted by an arrow above them. there are three of them on three different islands. I think that may be what your referring to.
I also read that if you hover over the institute build image it will tell you what you need to build it and you need around 800 Elders.
Sorry I can't give you exact directions but you'll figure it out, i'm sure. Let me know when you finally get it okay.
If you don't know already and your in the Arctic learn how to clip your gas mines to produce tons of gas. You can actually run Crown Falls on gas electric power plants.
It is an awesome game and extremely addictive.

Sounds like your almost there.
You have to do the entire Enbesa story line to do that and it takes hours. King what's is face should have asked you if you wanted to help him unite them earlier?
I would suggest just continue to build in Enbesa and the quests will eventually come up.
You are right in that there are no real play troughs that show how exactly it all comes together. I was just following Raptors vids and the quest popped up in part 4 but it happened so quick that you can't determine what triggered it. So you can check his vids on You Tube or just keep playing till it happens....but uniting the other tribes is not necessary.

Blake will start asking quest. Follow his story line but stay true to helping Enbesa not the queen.
Your on the right track...it just takes awhile to get there. Just be patient..the game will get you there.

He request that you click on a group of Engineers. They may be in your Old World main island. Check for a yellow arrow bobbing above them. ? You have reached and built some Engineers haven't you ? If not that may be the hold up.
After that the Quest: The Research Institution should come up at some point.
